Manage roles for people with the server tag.

Subcommand	What it does
`,badge add` `<@role>`	give a role to anyone wearing the server tag
`,badge remove` `<@role>`	stop giving a role for the tag
`,badge list`	show the roles and where the badge is announced
`,badge sync`	re-check every member against the tag
`,badge message set` `<text>`	set what the bot says when it hands a role out
`,badge message view`	show that message
